• The adoption of SDG target 16.9 has brought belated recognition the importance a person’s ‘legal identity’. New identity’ systems are being implemented out without sufficient attention to potential negative impacts. To achieve desired positive impacts, detailed is needed regulation enrolment processes. avoid doing harm, independent oversight and reduced state discretion critical. right legal identity, previously neglected by development community, gained in SDGs ‘provide identity for all, including birth registration’. In initial absence definition beyond registration, different actors have interpreted according their own priorities, whether they be human rights protection, development, national security – or rent-seeking. Long-standing scholarship recognises both impacts identification systems; new biometric technologies strengthens these good ill. data protection risks privacy created digital well-recognised.
